Dubai law sets the baseline for lawful ownership, registration, required immunisation, responsible control, cleanliness and humane care. Tails & Terraces is designed to go further through a private admission, readiness and renewal standard.1234

Lawful identity, registration, health records, care contacts and the information needed to manage the shared environment are reviewed before move-in.

Residence readiness and shared-amenity access are considered separately. A pet never has to enjoy strangers; the standard is safe, controlled coexistence.

Renewed

Membership is reviewed every year.

Records, vaccination due dates, training commitments, incident history and resident standing remain current. A welcome on day one is not a lifetime exemption.

The admission path

A welcome that has to be earned.

No pet enters the shared amenity ecosystem on a declaration alone. Admission combines verifiable records, professional input, real household history and a practical view of how the animal will live here.

    Household application

    The prospective resident declares every companion animal, the intended home, ordinary care routines and the people authorised to handle each pet.

  2. 02

    Pet Passport review

    The community verifies the licence, registration, identification, vaccination and veterinary records applicable to that animal in Dubai.

  3. 03

    Health and welfare clearance

    A licensed veterinarian and, where needed, a species specialist confirm that health, husbandry and preventive-care requirements are current and suitable for the proposed home.

  4. 04

    Readiness review

    History, owner capability and low-stress observation are combined. No provocative test, forced greeting or single staged moment is treated as a lifetime safety guarantee.

  5. 05

    Membership decision

    A household may be ready, ready with a mandatory onboarding plan, deferred with a clear route forward, or declined where lawful ownership, welfare or unmanaged material risk cannot be resolved.

  6. 06

    Settling period and review

    New members enter a defined settling period with staged amenity permissions, practical check-ins and prompt support if real-life behaviour differs from the application.

The internal Pet Passport

One trusted profile. No paperwork scramble.

The Tails & Terraces Pet Passport is a private resident profile—not a government or travel credential. It connects the verified information required for daily operations, emergency continuity and appropriate amenity access.

Membership is checked annually, while expiring documents and material health or behaviour changes must be updated when they occur. Vaccines remain current according to applicable authority requirements and the licensed veterinarian’s documented schedule; annual review does not mean unnecessary blanket re-vaccination of every species.58

Species-aware readiness

Controlled coexistence—not forced sociability.

A one-time temperament test cannot certify future safety. The proposed review combines history, health, owner capability, low-stress observation and ongoing review. It records context and controls rather than stamping an animal permanently “safe.”6

Pets with an unmanaged material risk will not be admitted. Subject to UAE and Dubai eligibility rules, decisions should examine the individual animal, the exposed environment and whether reliable controls can actually be maintained.

Dogs

Control, recovery and context

The review looks at history, health, secure handling, ordinary passing distance and the owner’s ability to notice stress and disengage. Off-leash play has its own higher access standard; no dog is required to use the dog park.

Cats

Security, choice and retreat

The focus is a secure carrier and home, escape prevention, quiet movement and species-appropriate resources. Cats are never required to meet unfamiliar cats or dogs to prove they are ‘social.’

Lawful, secure, species-aware care

Birds, small mammals, reptiles, fish and other lawfully eligible animals require the right specialist records, habitat, containment, hygiene and emergency plan—not a dog-style sociability test.

    The documented household and animal can enter under the ordinary Community Standard.

    Membership begins conditionally, with training, environmental controls or staged access booked immediately.

    Deferred

    Documents, care arrangements or practical skills must be completed before residence or specified amenities are approved.

  4. 04

    Not eligible

    The application is declined where the animal is prohibited, welfare needs cannot be met, material risk remains unmanaged or the household will not uphold the standard.

The Tails & Terraces Academy

If a skill is missing, support begins immediately.

“Untrained” is too blunt to be useful. Every owner needs orientation; targeted training becomes mandatory when a specific gap affects safety, welfare or shared-space access. Training remains reward-based and serious cases move to the appropriate veterinary and behaviour professionals.7

Orientation for every household

All members learn shared-space signals, separation etiquette, waste and hygiene routines, child supervision, incident reporting and the property’s emergency plan.

Immediate support where skills are missing

If a manageable gap is identified, the first approved training or behaviour session is booked before move-in or immediately after conditional acceptance. Relevant amenity access remains staged until agreed milestones are met.

Humane methods only

Training is reward-based and welfare-led. Serious fear, aggression, sudden behaviour change or repeated failure moves to licensed veterinary and qualified behaviour support—not punishment.

The Resident Charter

Privilege comes with visible responsibility.

The charter is signed by every pet and non-pet household. It protects animals, neighbours, staff and the quality of the address through a few rules that are impossible to misunderstand.

Clean immediately, everywhere.

Waste is removed and any affected surface is made safe in every garden, corridor, lift, relief area and shared space.

Control before contact.

Dogs remain leashed outside designated zones; other animals use a suitable carrier, enclosure or restraint. No owner forces a greeting.

Respect every zone.

Members follow species separation, bookings, capacity limits, quiet periods and temporary access instructions from trained staff.

Keep the Passport live.

Residents update expiring documents, health changes, new animals, handlers and emergency contacts without waiting for annual renewal.

Speak up early.

Bites, scratches, fights, escapes, credible near misses and meaningful behaviour changes are reported promptly and factually.

Protect children and vulnerable residents.

Children are actively supervised around pets and never asked to manage an animal or interaction beyond their ability.

Use humane methods.

Fear, growling, hissing or retreat trigger distance and support. Aversive equipment and punitive handling are not part of this community.

Declare every visiting pet.

Guests, walkers and visiting animals follow the same control, health and shared-space expectations; unregistered animals do not receive automatic amenity access.

A standard only matters when it is maintained.

Minor issues should be corrected early. Serious incidents require immediate safety controls, factual documentation, veterinary input where relevant and a proportionate written decision. Non-disclosure or refusal to comply is itself a membership issue.
